What's the Best Restaurant Permit and License Tracking Software? 6 Options Compared

For most restaurant groups, ExpiryEdge is the best permit and license tracker, because the dates that shut a restaurant aren't all licenses. A health permit, a liquor license, a fire extinguisher check, a hood cleaning visit and a pest control contract all sit on one dashboard per location, with reminders that escalate to the area manager and a price on the website.

If you'd rather hand the filings to someone else, Avalara and Harbor Compliance research, file and renew business licenses for you, and suit groups with dozens of locations across several states. ServiceChannel fits brands that already dispatch their facilities contractors through it. LicenseLogix and Expiration Reminder cover narrower needs.

Our interest, up front: We make ExpiryEdge. We also rank it first here. What we say about Avalara, Harbor Compliance and the rest is taken from their own pages as they stood on 7 November 2026, with a link beside each fact.

Quick verdict
Pick ExpiryEdge if you run 2 to 30 locations and keep missing health permit, liquor, hood and pest control dates. Avalara or Harbor Compliance suit you if you want licenses researched and filed for you. ServiceChannel fits brands that already dispatch facilities contractors through it.

How we compared these six

Restaurants rarely lose a license because they didn't know it existed. They lose it to a late fee or a missed hood visit. So the first column asks whether a tool tracks hood, pest and fire dates, not only licenses. Then whether it files for you, whether an area manager sees every site at once, and whether the price is public. On 7 November 2026 we read each vendor's product, pricing and service pages, and checked renewal rules with Fairfax County, California ABC, Surrey Heath council, OSHA and GOV.UK. We didn't run paid trials. We make ExpiryEdge, which we rank first, so test that claim yourself.

Twelve renewals from five offices: a restaurant's real permit calendar

A single restaurant can carry a dozen renewals a year, and they come from different offices. None of them talk to each other.

Health permits usually renew every year. In Fairfax County, Virginia, most food service permits expire on December 31, and renewals started after that date pay late fees. Your county may use the anniversary of opening instead.

Liquor licenses are stricter. California's ABC says annual fees keep a license active for the next year. Pay late and a penalty of 50% of the license fee is added within 60 days, 100% between 60 and 90 days, and after 90 days the license is automatically revoked. In England, councils suspend a premises licence if the annual fee isn't paid, and Surrey Heath Borough Council says selling alcohol while suspended is a criminal offence.

Then there's the fire side. OSHA's portable fire extinguisher standard requires a monthly visual check and an annual maintenance check, with a record of the annual date. Kitchen exhaust systems run on NFPA 96 intervals, which the Village of New Paltz summarises: monthly inspection for solid-fuel cooking, quarterly for high volume such as charbroiling or wok cooking, every six months for moderate volume and yearly for low volume.

UK operators have one more step at the start. You must register a food business at least 28 days before trading, and registration is free.

Dates to track for every restaurant location
  • Health or food service permit: often yearly, check your county's renewal date
  • Liquor license or premises licence annual fee: yearly, with penalties for paying late
  • Fire extinguisher maintenance: yearly, plus monthly visual checks
  • Hood and exhaust inspection and cleaning: monthly to yearly, by cooking volume
  • Pest control contract and service visits
  • Business license, sign permit and certificate of occupancy where your city requires them
Pro tip
Make the owner of each permit a role, such as 'GM, Store 4', and reassign it the day a manager leaves. That's how you stop a renewal notice landing with someone who walked out in March.

1. ExpiryEdge: best for tracking every permit and contract across locations

ExpiryEdge treats each permit, license, inspection and service contract as a dated record with an owner, a location folder and a category. A 6-site group might file 70 items: six health permits, six liquor licenses, six hood cleaning certificates and so on. The dashboard filters by location or by category, so the area manager sees "everything due in the next 60 days in the north region" in one view.

Upload a permit and ExpiryEdge reads the expiry date. You choose the reminder steps, such as 90, 60, 30 and 7 days, by email, SMS, WhatsApp, Slack or Teams. If the health permit is 7 days out and nobody has marked it renewed, it escalates to the area manager.

Outside people can be part of the loop too. Send the hood cleaning company a request link and they upload the new service certificate and sign off without a login. The same works for the pest control contractor's report. Every action lands in an exportable audit log, so you can show an inspector when each item was renewed. See our permit tracking page and the multi-location use case.

Pricing: the plan you need depends on how many dated items you track, from 50 on the $29 plan to 2,500 on the $199 plan. Every plan starts with a 14-day trial, no credit card.

Watch out for: ExpiryEdge doesn't research which licenses you need or file renewals with the city. Someone on your team still submits the application and pays the fee. If you want that done for you, look at Avalara, Harbor Compliance or LicenseLogix.

Try it with your own permits in 15 minutes

  1. Put one location's permits, licenses and service contracts in a spreadsheet and import it as a CSV, with custom fields for "Issuing office" and "Location".
  2. Upload that site's health permit PDF and let ExpiryEdge read the expiry date off it.
  3. Set a 90, 60, 30 and 7-day reminder schedule with escalation to the area manager, then send the hood cleaner a request link for the next service certificate.

You'll find the four plans side by side on the pricing page.

2. Avalara License Management: best for large portfolios that want filings done

Avalara License Management is a cloud application for businesses managing 100 or more licenses across many jurisdictions. It sends alerts for upcoming renewals, organises unlimited entities and locations, and also tracks professional licenses, vehicle licenses, contracts, leases and violations.

If you'd rather not do the work, Avalara License Services will work out which licenses you need, file applications, remit fees and handle renewals across jurisdictions as a managed service. Avalara also sponsored a Nation's Restaurant News webinar on license management for restaurant operators.

Pricing: not published for licensing. You request a demo.

Watch out for: it's aimed at 100+ licenses. The pages we read don't mention restaurant items such as hood cleaning or pest control.

3. Harbor Compliance: best for state business licenses in many states

Harbor's License Manager replaces spreadsheets and calendars with one list of firm and individual licenses. It sends custom reminders before deadlines, stores documents and time-stamped notes on each license, and shows a map of where licenses are held. Harbor says its Compliance Core research keeps the data current with changes in each jurisdiction.

The business licensing service files applications and manages renewals in all 50 states, DC and Puerto Rico.

Pricing: the licensing service starts at $500 plus state fees. Software pricing isn't published.

Watch out for: the service page focuses on state-level general business licenses and doesn't mention city health permits or liquor licenses. Ask before you sign.

4. ServiceChannel: best for fire and maintenance inspections at scale

ServiceChannel is facilities management software for multi-location brands. Its compliance and risk page says it schedules and tracks routine inspections such as fire and life safety, plus maintenance like grease trap cleaning. It also tracks contractors' credentials, licenses and insurance and flags expired documents before you assign more work.

Pricing: not published. You book a demo.

Watch out for: it's a work order platform first. It won't track your health permit or liquor license unless you set them up as something else.

5. LicenseLogix: best outsourced licensing department

LicenseLogix acts as the licensing and permit department for businesses in all 50 states and DC. It researches requirements, obtains licenses and permits, and tracks renewal dates, with a client portal called CLiC where you see all your license information.

Pricing: not published.

Watch out for: the homepage doesn't mention restaurant, health or liquor permits by name.

6. Expiration Reminder: best plain expiry tracker with 7shifts sync

Expiration Reminder is a general expiry tracker, close to ExpiryEdge in approach. Its 7shifts integration page says it syncs food handler certifications and safety training records from 7shifts and alerts you when certificates, alcohol permits or health cards are expiring.

Pricing: the pricing page lists Starter at $49, Professional at $99, Business at $179 and Enterprise at $399 a month, a little less on annual billing, with a 14-day trial and no card.

Watch out for: the entry plan starts at $49 for 150 items. The pages we read don't describe no-login document collection from contractors or recurring checklists.

ExpiryEdge as an alternative to Avalara License Management

Pick Avalara if you run 100+ licenses in many states and want a team to research, file and pay for you. ExpiryEdge won't do any of that, and for a national chain the managed service may be cheaper than the staff time.

Pick ExpiryEdge if your group is 2 to 30 locations and the problem is missed dates rather than missing knowledge. You already know you need a health permit. What goes wrong is the renewal letter going to a GM who left in March. ExpiryEdge sends it to whoever owns it now, by text if needed, and escalates when nothing happens. It also covers the hood cleaner, the pest contractor and the fire extinguisher service that license software ignores.

A 10-location group with 15 dated items per site is tracking 150 items, which fits the $49 Pro plan.

Write one location's list before you buy anything

List every permit, license, inspection and service contract for one location, with the issuing office and renewal date. It's usually longer than you expect. Multiply it by your locations.

If you don't know what's on that list, start with a research service such as Avalara, Harbor Compliance or LicenseLogix. If you know the list and keep missing dates, a tracker is enough. Test it by importing your real list as a CSV and checking that the first reminder reaches the right person.

For the other two restaurant problems, see the food handler certificate comparison and the food safety checklist comparison. Our restaurant compliance software guide ties them together, and the alcohol license renewal reminder guide goes deeper on liquor.

Frequently asked questions

For most restaurant groups, ExpiryEdge, because it tracks health permits, liquor licenses, fire extinguisher checks, hood cleaning and pest contracts on one dashboard at a published price. Avalara and Harbor Compliance suit large portfolios that want licenses researched and filed for them.

Many counties renew yearly, but each picks its own date. Fairfax County, Virginia, ends most food service permits on December 31 and charges a late fee after that. Yours may use the date you opened. Ask the health department, then set a reminder 60 to 90 days ahead so the renewal isn't left to the last week.

In California, the ABC adds a penalty of 50% of the license fee within 60 days of the deadline and 100% between 60 and 90 days. After 90 days the license is automatically revoked. In England, councils suspend a premises licence when the annual fee goes unpaid.

NFPA 96 sets how often you inspect by cooking volume. Solid-fuel cooking is monthly. High volume, such as charbroiling or wok cooking, is quarterly. Moderate volume is every six months and low volume is yearly. Your fire marshal enforces it, so keep each cleaning certificate on file.

Some services do. Avalara License Services, Harbor Compliance and LicenseLogix will file your forms and handle renewals, and Harbor's licensing service starts at $500 plus state fees. Trackers such as ExpiryEdge and Expiration Reminder remind you but don't file anything.

ExpiryEdge publishes plans from $29 to $199 a month, and Expiration Reminder from $49 to $399 a month. Avalara, ServiceChannel and LicenseLogix quote on request, and Harbor Compliance prices its licensing service from $500 plus state fees.

GOV.UK says you must register at least 28 days before you start trading and that registration is free. It doesn't mention renewal. Premises licences for alcohol carry an annual fee, and an unpaid fee leads to suspension.
