The 6 Best Candidate Compliance Tracking Tools in 2027, Ranked for Healthcare and Industrial Staffing Agencies
ExpiryEdge is our pick for a small or industrial agency that wants a published price and one place for licences, forklift cards, I-9 reverification dates and client-specific documents. Workers get a text with a no-login link to upload the renewal. If you're a healthcare agency that already runs Bullhorn as your ATS, use Bullhorn's credential management. Providers upload their own credentials from a phone, requirements apply by client, state and specialty, and expiry alerts go to the provider and to your team.
The rest fit narrower cases. LaborEdge and Ceipal suit healthcare agencies choosing a whole platform, and Ceipal checks nurse licences through Nursys. Credentially fits clinical employers, mostly UK, that want DBS and register checks run for them. Avionté suits light industrial agencies that mainly need onboarding paperwork and E-Verify.
We make ExpiryEdge and list it first here. The other five are described from their own product, pricing and help pages as they stood on 7 November 2026, and we link each claim so you can check it.

How we compared these tools
For a staffing agency, the expensive moment is a worker on shift with a lapsed card. So we looked at the four things that prevent it: whether the expiry alert reaches the worker, not just your coordinator; whether the worker can upload the new document themselves; whether the tool checks a licence at the source; and whether you can see a price without a sales call. We read each vendor's pages on 7 November 2026 and checked the rules with the Joint Commission, OSHA, the eCFR's I-9 section, NHS Employers and GOV.UK's DBS pages. We haven't run paid trials of all six. We make ExpiryEdge and put it first, so read our ranking of it knowing that.
Your client relies on your file: the rules behind every placement
The placement only counts if the paperwork was right on day one and stays right until the last shift. That's the job. Your recruiters find people. The compliance tool keeps their file current and stops anyone working with a lapsed item.
In healthcare staffing, the client hospital leans on your file. The Joint Commission says a certified staffing firm must complete the credentialing process for all clinical staff assigned in the field, and the hospital should be able to rely on your results as current. Certification needs a review every other year, so gaps show up.
Industrial staffing has its own clock. OSHA treats the agency and the host as joint employers who share training and recordkeeping duties. A forklift operator needs a performance evaluation at least once every three years, and that date belongs on the worker's file, not in a supervisor's head.
Then there's the I-9. Federal rules make you reverify a worker no later than the date their work authorization expires. The same section says a recruiter or referrer for a fee keeps the form for three years after hire.
In the UK, NHS clients expect the six NHS Employment Check Standards, including identity, criminal record, right to work and professional registration, and identity has to be verified for all workers before they start any type of work. A DBS Update Service subscription lasts one year, and employers can run status checks free.
So a good tool does four things. It knows which items each placement needs. It gets them from the worker without a phone call. It warns the worker and your team before each one lapses. And it blocks or flags anyone who's out of date.
- Professional licence or registration expiry, per state or register
- I-9 reverification date for time-limited work authorization
- Annual health items your client requires, such as a TB screen or flu vaccine
- BLS, ACLS or other certification cards
- Forklift or equipment evaluations, at least every three years
- DBS Update Service subscription, renewed yearly in the UK
Before any demo: count items, then test the chase
Start by counting. Multiply active workers by the dated items each one carries, then add your agency's own licences and insurance. That number tells you whether per-user, per-item or platform pricing is cheaper for you.
Next, test the chase, not the dashboard. Pick a worker whose card expires next month and ask each vendor to show exactly what that worker receives, on which channel, and what happens if they ignore it. Ask too how a missing item blocks a shift.
Last, decide where verification lives. If you place nurses in volume, a tool with Nursys or register checks built in saves real time. If you place warehouse crews and carers, the chase matters more than the lookup.
Our staffing compliance software guide covers the whole agency picture. For UK checks, see the right to work software comparison, and use our staffing agency compliance checklist to list what each placement needs.
1. ExpiryEdge: best simple, low-cost option for small and industrial agencies
ExpiryEdge doesn't verify a licence against a state board or run background checks. It does the part that eats your coordinators' week: chasing workers for the next document before the current one lapses.
Each worker gets a record with every dated item as its own entry, from a custom template you build once for, say, "CNA, Ohio, hospital client" or "forklift operator, warehouse client". Upload a card and ExpiryEdge reads the expiry date for you. Bulk CSV import brings in your current roster with custom fields.
Reminders run on the schedule you set, such as 60, 30 and 7 days. They go to the worker by email, SMS or WhatsApp with a link they open without a login to upload the new card, fill in fields and sign. Your reviewer approves or rejects each item with a comment. A rejected item reopens the same link, so the worker only fixes that one thing. Overdue items escalate to the branch manager.
Picture a caregiver whose TB screen is due. Thirty days out she gets a WhatsApp message with an upload link. If nothing arrives by day 7, the recruiter and the compliance lead both get told, and the audit log shows every step for the client's next review. See how agencies set this up on our staffing and recruitment page.

Try it with your own worker files in 15 minutes
- Import your active roster as a CSV, with role, client and state as custom fields, and attach a template such as "forklift operator, warehouse client".
- Set a 60/30/7-day schedule that texts each worker and escalates to the branch manager if an item is still missing at day 7.
- Send one worker a no-login request link for a renewed BLS or forklift card, with a signature field for their attestation.
Pricing: the four plans are $29, $49, $99 and $199 a month, sized by users and how many dated items you track. The 14-day trial asks for no credit card.
Watch out for: there's no ATS, no job matching and no primary source verification. You still check Nursys, the state board or the DBS service yourself, and ExpiryEdge records that you did.
If you'd rather size it first, the ExpiryEdge pricing page shows the item limits per plan.
2. Bullhorn credential management: best for healthcare agencies already on Bullhorn
Bullhorn's credential management page says providers can upload and update credentials from any device, during the interview, at onboarding or mid-assignment. Requirements apply automatically by company, state, category and specialty, and dynamic matching avoids asking for the same document twice.
Automated expiry alerts go to the provider and to your team. Background screening comes through integrations such as KarmaCheck and Sterling. Bullhorn's Compliance Manager post from August 2023 describes one view of each provider's status for every placement, with a checklist of what's still missing.

Pricing: the pricing page lists Bullhorn Starter at $99 a user a month and Core at $165. It doesn't say which plan includes credentialing. Onboarding is listed as a separate product without a price.
Watch out for: it's built around the Bullhorn ATS. If you aren't on Bullhorn, you're buying a platform, not a tracker.
3. LaborEdge NexusATS: best for healthcare agencies wanting a full platform
LaborEdge builds software for healthcare staffing. Its credentialing article says NexusATS creates the required items for each facility when a candidate is matched to an assignment. Its notices tell candidates, recruiters and compliance managers about missing or expiring documents. Competency results from Relias and Sertifi flow into the profile.
Candidates upload credentials from their phones through NexusMobile, which also sends push alerts for expiring items. LaborEdge also sells NexusVMS for hospitals and CliniComply for agency-level licence renewals.

Pricing: not published. The NexusVMS page routes you to a demo or a phone call.
Watch out for: it's an ATS and VMS suite. You'd adopt it to replace your recruiting system, not to sit beside one.
4. Ceipal: best for checking nurse licences inside the platform
Ceipal's healthcare credentialing page says it watches expiry dates for licences and certifications and sends renewal reminders before they lapse. Candidates upload paperwork through a portal and can see their own progress.
The stand-out feature is a Nursys integration, so your team can verify nursing licences without leaving Ceipal. Its onboarding module covers e-signatures, I-9 and W-4 forms.

Pricing: not published. The pricing page points to a demo.
Watch out for: Nursys covers nurses. Other professions still need their own board checks.
5. Credentially: best for UK clinical staffing with automated checks
Credentially is a healthcare onboarding and compliance platform. Its FAQ says it checks the DBS Update Service weekly and runs other licence checks daily, with links to the GMC, NMC, NHS England and HCPC. It sends alerts to clinicians and admins before a renewal date and again if the date passes. For US work it lists SAM, OIG, Nursys and Checkr integrations.
Pricing: not published. The FAQ describes a monthly charge per user, an initial set-up fee and paid extras such as advanced reporting and SSO. Set-up takes about three weeks, and it's designed for organisations of at least 25 users.
Watch out for: the FAQ talks about healthcare organisations and doesn't mention staffing agencies, so ask how it handles one worker placed with several clients.
6. Avionté: best for light industrial onboarding and E-Verify
Avionté's onboarding guide covers digital forms, e-signatures and mobile completion for new hires, with I-9s, W-4s and state forms. The I-9 and E-Verify help article shows the I-9 as an onboarding task. You start E-Verify cases from the worker record and can search talent by E-Verify status.
Pricing: not published.
Watch out for: the pages we read don't describe credential expiry alerts or I-9 reverification reminders. The help article says E-Verify cases are started by a user, not automatically.
ExpiryEdge as an alternative to Bullhorn credential management
We put ExpiryEdge first because many agencies aren't on Bullhorn or place more than nurses. Switch to ExpiryEdge, or add it, if you aren't on Bullhorn or your agency places across trades as well as nursing. A 40-worker agency tracking six dated items per worker has 240 items, which fits the $49 Pro plan's 250. You'll know that price before you speak to anyone.
It also suits agencies whose workers live on their phones. A text with a no-login upload link gets answered faster than a portal password reset.
Bullhorn is still the right call if your recruiters already work there, you need requirements to follow each client and specialty automatically, and you want screening partners in the same screen. Some agencies use both: Bullhorn for the provider file, and ExpiryEdge for the agency's own licences, insurance and client contract dates.
Frequently asked questions
Most give each worker a record with every dated item, then send alerts before each expiry. Bullhorn, Ceipal, LaborEdge and Credentially alert both the worker and the team. ExpiryEdge sends email, SMS or WhatsApp reminders with a no-login upload link and escalates overdue items to a manager.
Few vendors publish prices. Bullhorn lists its ATS at $99 or $165 a user a month but doesn't price credentialing on that page. LaborEdge, Ceipal, Credentially and Avionté quote on request. ExpiryEdge runs $29 to $199 a month with a 14-day free trial and no credit card.
No later than the date their work authorization expires, under 8 CFR 274a.2. The worker shows a document proving continued authorization, and you record it in the reverification section. Avionté handles I-9s and E-Verify cases, and ExpiryEdge can remind both you and the worker before the date.
Not a separate tool for providers, if you buy Bullhorn's credential management. Many agencies still keep the agency's own licences, insurance policies and client contract dates elsewhere. ExpiryEdge is a low-cost way to track those alongside Bullhorn.
Yes, with most tools here. Bullhorn lets providers upload from any device, LaborEdge uses the NexusMobile app, Ceipal and Credentially use a candidate portal, and ExpiryEdge sends a link that opens without a login.
At least once every three years under OSHA 1910.178, which requires an evaluation of each operator's performance on that cycle. Because agency and host share training duties, record the date on the worker's file. ExpiryEdge or any tool with custom credential types can remind you before it lapses.
